I just have purchased an Aqua Lung Legend LX regulator. Should I apply some silicon lubrificant to the o-ring before attaching a high pressure or a middle pressure hose?
 
No, you shouldnt need to.
 
Complain to you LDS because they didn't assemble your reg for you.

Yes you should LIGHTLY coat the o-rings before assembly.
 
Hmmm,
it is kinda hard for you to complain to your LDS about LPro

The only time that an LDS would not assemble a reg would be at a customers request.

But since the diver in question is from Russia, there might be a different situation

Aqua Lung user manual says "No lubricant".
And if using EAN it may cause fire.
And free flow may happen.
