Complain to you LDS because they didn't assemble your reg for you.

it is kinda hard for you to complain to your LDS about LPro
The only time that an LDS would not assemble a reg would be at a customers request.
But since the diver in question is from Russia, there might be a different situation

It keeps the o-ring from binding and getting damaged when tightening the fitting making sure it seats properly.You can use silicone or some O2 safe spit as Pug would say.
