What is the best photo software for editing and improving underwater photos? Best = price and user friendlyness. I've got what comes with Kodak and the sealife reefmaster cameras but have never tried photoshop or anything similar.

Photoshop elements has served me well and now that I am learning how to use the full version I can do even more...
To keep your wallet happy Photoshop Elements can be purchased for anywhere between 49 and 100 US$
 
Photoshop is the way to go if you can afford it.

GIMP is a free open source program that is trying to compete with Photoshop and it is doing a great job at it.

Stepping down to a more basic program but still capable and free is Paint.NET (Don't mistake it with MS Paint). http://www.eecs.wsu.edu/paint.net/

I use it to touch up my photos from time to time.
 
I would wait for Adobe to finish development of LightRoom. Adobe Photoshop is currently the industry standard for photo editing and management but the truth is that Photoshop is better suited to graphic designers than photographers. There are lots of tools in Photoshop that most of you will simply never use. Adobe understands this and is in the process of developing software exclusivley for digital photography. If you can wait, I'd hold out for LightRoom. It looks like it is going to be the best solution for RAW workflow.

If you are not operating under the Windoze handicap then Apple's Aperture is extremely powerful and is designed from the start to work with RAW format. It is not the cheapest but there is probably nothing better at this point in time. It rocks!
