Ive been in talks with the Canadian Cadet Movement about starting a scuba class up here. Is there anyone who has delt with this yet?
 
Not with Canadians... but you should be able to use what the BSA has come up with as a model.

This has been covered in the Cadet Administrative and Training Orders. Cadets in the CCM are able to dive providing that (going from memory here)

- they are 15 yrs old
- have participated in Open Water Training with NAUI, PADI or one of a few other organizations
- are under the supervision of a divemaster
- do not dive below 60 ft
- daytime diving only
- there is an officer onsite to provide above water supervision and checking divers in/out
- it is preferred that an officer accompanies divers under water
- cadets parents sign a waiver
- either the cadet or the cadet corps picks up the cost. DND will not pay for it.
