FWIW, I have brought back shells many times and Customs did not even look twice at them.

Yeah well it probably just has to do with the day and the fire-drill.
 
I saw a number of conch shells on San Francisco beach (down from the area right out front of the restaurant). I also saw a conch shell in a glass exhibit at the airport of things customs will seize if they find, and fine you.
