Been passing Sabang Beach in going to a local divespot "Lipata" (Surigao City, Philippines) when i decided yesterday morning to check out this predominantly sand bars formation (average depth at high tide is .5 of a meter) since it was the highest of high tides - an addition of 1.47 meters. And like magic, the water was exceptionally clear and the (always) submerged portions are well covered with sea grass. i started to get excited hoping to see some seahorses and leaf fishes in the muck areas. and lo and behold, this neon yellow eel (id help) was to my right ....

What a beauty!
I don't have a positive ID for you, but I'd say it's a snake eel rather than a moray based on its general morphology... but it could be a palechin moray...
Mighty pretty whatever it is :)
