Sounds waaay expensive to me. You should be able to make the trasnition from Rescue Diver to Instructor, including books, for under $2,000. If you are already a DM, then cut that back to well under $1,500. Your only other cost, assuming we are talking PADI here, is your Instructor Examination fee, which runs around $480 currently.
