Is there a reason some nationalities seem to be disproportionately represented to some reckless choices in scuba accidents?

Us Slavs have nothing to live for so dieing doing something stupid is not that scary.

On a more serious note all of the old school divers I know think of diving to 100m on air as the pinacle of scuba and everyone wants to be good enough to do it. It's a opinion that is very prolific among a lot of eastern europeans.
 
A quick Internet search reveals that the cave at Giftun island is at 40 mtrs while the wall drops off to 100m… perhaps some folks who have actually been there can confirm….
 
How the hell does this happen and is there any source about the gear used on this dive? Is it some tech-level deep dives going astray, or do they really go down there with a single tank of air?
