Emergency Oxygen Kit with two Oxygen Tanks

I can see from the picture a demand valve second stage regulator and hose but I can't tell if the first stage regulator has the fitting/barb for it. Is it compatible? (does it have the other fitting?) What is the condition of these regulators?

You are giving us very little to go on with your lack of knowledge regarding this kit. The little we do know is that both tanks require hydrostatic testing (at least) before they can be used. Then there is the lack of info regarding whether the regulators are even in usable condition.
Based on this and your original offer to sell for $300 shipped and your later change to $250 plus shipping and how long this has been listed I'll make an offer of $265 shipped.
