I've just forked out to buy my first bcd and reg set...And realised my u/w photography budget isn't quite what I thought I'd have. For those who've dived out on the reef and done some photography, do you think I could get by without a strobe? Is it clear enough that you can get by on natural light? I know it's not ideal, and I'm going to try and find the money...

Depends on how deep you are and where youa re diving. Over white sandy bottom at around 10m (30ft) can get by without a strobe.
Coral Sea with ultra clear viz also possible, but remember below 6m red starts to go, so you will have colour issues.
May be able to hire one. Check with the operator you booked with or the boat you are going on.

I just did the SoF with < 100 dives under my belt, and no problem at all. The diving is easy, you won't get lost, and you can just buddy up with whoever is around. You don't need to pay for a guide, imho.
