I went with Thresher Shark Divers, they ended up having the best prices for diving if you do multi day and dive at least 10+ times. Same discount for Nitrox (highly recommended). They also are one of the few operators who go to a less crowded part of the shoal. I'm not sure if December is a good time to go, I recall reading somewhere that visibility gets pretty bad. I was jut there in May and it was nice, although other diving around the island isn't anything special. Some shops go on far away day-long trips that require supplemental payments, and out there reefs may be in better shape. We did a trip to Captain Cilo island and it's small but a very nice wall/reef.

As for accommodations, just pick whatever halfway decent hotel and then dive shop separately. I stayed in Blue Corals near the SE edge of the island where most of the diving shops are, and some nice restaurants nearby.

The bigger challenge is getting a ride there from Cebu as public buses are highly unreliable (especially during holidays). Your best bet is haggling with a taxi or grab driver. Around 2500-3000 pesos would be a good price.
