If you want my opinion just get the DGX stainless BP/W package with Hog/DIR harness, it comes with the 30# donut wing. You come in $75 under budget and you’re buying your last BC first.
For Monterey or any California cold/cool water this is perfect.

Harness - red (black if you must)
Backplate - stainless steel
Wing - 32# red and black
Tank adapter - not needed
Cam Straps - get both in stainless steel (plastic buckles are fine, but it's only $5 extra per strap for the extra street cred of SS)
