ID help bonaire goby?

I'm gonna guess Glass Goby

This could be a tough one, but i claim it is not a glass goby.
The tell is the fin just above the head. My pictures of Goby's do not have a "first" dorsal fin that close to the head.
It most closely looks like the fin displayed by a Lofty Triple fin. I could be wrong?

Perhaps developmental stage red banner blenny ?
