Indian Ocean Fish

I saw this fish while diving in a Bay in Salalah, Oman on the Indian Ocean. I was at about 30' and the photo was taken early in the afternoon. Any and all help would be greatly appreciated.

I would guess it is a Broadhead Flathead, Thysanophrys arenicola? It could also be a Fringelip Flathead, Thysanophrys otaitensis. I did a quick touch up on the photo hoping to make it a bit easier to see details for ID, maybe someone else can help verify which type of flathead it is.
