Its a great area for diving! However there is no real shore diving except on Jetties in this part of the Gulf. Its basically a big sandy desert out there on the bottom off the beaches. You'll need to either go to a spring inland or down the coast either East or West to hit the jetties for shore dives, or a charter in Destin, Pensacola or Panama City. The good news is that there are plenty of wrecks and reefs if you take one of the charters in any of those cities.

There is pier rubble at Pensacola Beach, and an old pier at Navarre Beach. Plus quite a few Jetties that can be doven from shore.

It depends on what you want. Pensacola (West) have more deep diving site although they are farther off shore. Destin to Panama City the dives are closer to shore but generally range from 60 ft to 100 ft. I found more grouper and amber jack in PCB while Pensacola has more snapper.
As for as Dive Shops in Pensacola MBT is great and Dive Locker in PCB
