Is Puget Sound the best diving in USA?

I recently relocated to Seattle. Based on the few sites I've visited so far, I agree that Puget Sound is definitely among the best places to dive in the continental US. The visibility is good, the marine life is abundant, and there are lots of nice shore dives with good accessibility. But North Carolina's Outer Banks is still my favorite American diving destination.
 
Last year the best place to dive in North America was Vancouver Island, before it was N Carolina, then Vancouver Island. This year it is Puget Sound, next year I am betting Vancouver Island. So the award is kinda best place, different place, best place, different place. The folks in Puget Sound will tell you Vancouver Island dives are better.
