All year round you will get a visibility on the Similans from a minimum of 15 meters, only during the ned of the high season in general a bit less. In the Gulf of Thailand, including Koh Tao, on most of the divesites you're lucky if you get 20 meters. At Racha Yai and Racha Noi a vis less than 15 meters is also an exeption, so regarding vis I don't think Koh Tao has an edge on 'the other side'.
Regarding the waves, because maybe you're referring to that: in the low season it can be wavy, but only on a few days a year the boats are not able to safely go out to the planned destination. But in the high season: in general from February till May the seas are completely flat, like a mirror, and between October and January it is in between the mirror and the wavy part. So there is really no way:
