The "cattle boats" are mostly in Phuket. Other places in Thailand are with "normal" boats. Also one think to consider is the use of speed boats ! If the sea is choppy it is just a torture !
But you forget Koh Tao, there are a few there as well.

I agree speedboats can be awful when there is any form of swell

The worst experience that I ever had with speed boat is Palau and that was on FLAT sea.
300HP and still took an hr to Blue Corner. I had to wear my mask, wet suit and my head turned toward the stern. After several days of this I promised myself that my next return should be on LoB. And I kept my promise.

My own definition for "Cattle Boat":
Several operators put their own customers on one common boat.
