Have you considered Bonaire? It's a diving paradise. All shore diving. You rent a truck and pick a dive shop. They rent you unlimited tanks for the duration of your stay. You drive around and stop at one of the many dozens of dive sites around the island. It's a bit like if a liveaboard were island sized and involves driving around several roundabouts.
