I'm getting back into diving after a long absence using some used gear which includes a Dacor RIG wing-style BC.

Years ago I never had any problems with my jacket style BC but I have a weird problem with this wing style BC both times I tried it.

When I get water inside of it (after emptying all the air out) the water seems to all go to one side so I list to that side very badly, almost swimming on my side. Rolling to try and redistribute the water usually just causes all of it to move to the other side so I list that way. A lot of threads on the subject of getting water in a BC say that it isn't a problem but it is for me with this BC. Is this normal for a wing-style BC?

I also noticed that the when I'm in a head-up orientation the BC hose goes over my shoulder and the dump valve at the end of the hose is actually pointing down. Doesn't this make it more difficult to get all the air out of the BC and cause more water to come in?
 
Water in the wing makes zero difference in listing. When you are in the water, the water in the wing has no weight as it is the same density as the water outside the wing. No lift, no fall.

But an air bubble in the wing will cause lift. If the bubble is on one side, that side will lift.
You need to stop thinking about water in the wing causing the list and start thinking of the air bubble in the wing causing the list.

For the orientation issue, you probably have the wing poorly positioned way too high. If I am understanding your issue the elbow is on the front of your shoulder. Lower it and the elbow should be on the back of the shoulder
