It's probably more correct to say you should white balance at each individual depth that you plan on shooting. A difference of a few feet will change the "correct" color temperature you should be shooting. For me personally, I stick with a 5' rule. I won't take another white balance unless I vary more than 5' though I dive with people who regularly white balance as a matter of habit.
 
I re-white balance whenever the lighting changes or colors don't look good.

That can be due to a change in depth or the sunlight/cloud cover changes.

Having a large monitor, it's easier to see when the colors don't look right.
