In case it's not obvious, does anyone have any idea why these are not going into violent free flow with viva on max? Any trouble shooting I can do? Or is this the new norm? Thanks in advance.

I hope we'll find out, as a deeper understanding of these differences may help us fine tune all sorts of regulators...

Is it possible the spring could be the cause? Cheers.
Yes, that is possible. But not having one I cannot experiment.

Is the IP within range? (135 +/- 10 psi)
Have you set the cracking effort toward the bottom end (1.0")
Have you attached the low pressure hose directly to the air barrel, i.e. no tool or elbow in between?
Is the cutout in the flow vane pointing toward the mouthpiece? (It should)
Is it in the VIVA position? (It should be.)
Is the adjustment knob all the way out? (It should be.)
Did the balance chamber pass the bounce test?

If all of the above is OK, then you'll have to start swapping parts out one by one. You mentioned the spring-that might be a good place to start. Next the lever.
