Thanks to everyone for your very helpful replies! I may see if I can write them up into a guide for new tank owners...
I did tell the landlord, since the answer to the question about what would make the cylinder fall over in a locked garage is "If he decides he wants to move some of the old furniture stored in there and doesn't know about the cylinder". He was fine with it.
Will be "road-testing" the cylinder and my new regs this weekend. Yay!
