Pattaya is a strange place - somedays I like it , others I swear I will never go again. I think its appeal for Bangkokians is that its so bad it makes you actually adopt new techniques and strategies for finding critters, it really drives you to search. Of course if was not 1.5 hours from Bangkok I would never go for diving.
I much preffer Samaesan, and Laem Mae Phim (1 hour from Pattaya) is 5 times better (in season) than Pattaya but surprisingly few people dive the site.
For Pattaya extreme macro is normally the only photographic option that would enable saturated colours:
