Are these completely unused? Meaning are the Knowledge reviews blank, still in tact, etc. And contain everything as when purchased new?

Yes they are new unused, I have opened the books to thumb thru them a bit, the divemaster slates are still in the shrink wrap the rescue slate didnt come in shrink wrap, I have wrote in nothing and also included a white 3 ring binder that didnt come with the packs.

I was going to go the padi route, but have since changed my plans and am going NAUI Instructor route within next few weeks
