PADI vs CMAS

They should always be accepted as agencies are recognized and well known.

Now you still have some dive shop/center who might not recognize it wihout to ask questions first. This is stupid and best move would be to pickup another shop/center right now.

My suggestion would be to pickup CMAS as its mostly a club, if you have instructor who can teach PADI do both CMAS/PADI
 
All the major agencies are recognized & accepted worldwide. CMAS is quite common here in continental Europe, and it often has the benefit of including the 1st year's membership in a local diving club (the one sponsoring the course). A club gives you access to diving buddies, club trips, sometimes even clunb facilities that include clubhouse area, compressors, boats, etc.
I took a CMAS club's OW class expecting a scuba class, I got a whole social life :)

I suggest you make a post in the General Europe area
General Europe
and ask for instructor and/or club recommendations in your area.
