So far I've only gone diving there from a SCC dive boat. Is the DM to make sure people don't screw up the reefs?
The SCC shore dive is easy and fun. Usually current is light, and if you go slow, there is a lot of small stuff in the area to keep you entertained. It's also a good twilight/night dive. No guide or fee necessary, it's not in the marine park.
 
If you are good on air and navigation, you can make it out to villa blanc "reef" but there is not much left since the hurricanes. But the trip takes you through grassy areas that may produce some interesting surprises.
Before the new ferry pier went in by the lighthouse, you could tax down to there and drift back. I don't know if there is a usable entry any more north of the pier that s accessible now.
