Rent a car, pay a few pesos and drive into punta sur, there are a couple of quiet beach clubs in there. One you can do an all inclusive day or pays as you go.
 
And equally obvious that there aren't publicly accessible beaches along that coastline where you park alongside the road and set up camp on a sandy beach.
Actually there are many such beaches....the east side has plenty. You can park along the road and camp all you want.

I noticed on our last East side visit (Nov 2016 I think) that there were a few new turnouts/pull overs next to the road so cars were not partially on the road in those spots.
