PM receipts...

For some reason I'm not able to access my PM receipt confirmation page...I have 17 confirmed, and 2 un confirmed....any reason I don't have the "privlidge"....it is the same error I get when accidentally click on the "edit" button on someone's post I want to quote a reply to.
