Sadly, the only way for fish and wildlife stocks to ever return is to ban all commercial fishing worldwide and that will never happen.
 
In Thailand there was dynamite fishing going on until about 30 years ago or so. Since then I have not seen or heard it.

That's what I thought, and good to have confirmed by you @stevenl as a resident.

From a TV documentary I watched recently, sadly the practice is still happening in Malaysian Borneo, even near Sipadan/Mabul, as well as cynide fishing near Kota Kinabalu. And I'm sure in many other parts of the world.

If anyone wants to search it out, the TV documentary's called Unreported World: The Fish Bombers, shown on Britain's Channel 4.
