I guess it depends how often they are exposed to flash. At a local popular shark dive site here in Sydney they pretty much just ignore it

I've been snapping pictures with a strobe for several months now. About the only things that I have encountered which I think are definitely attracted to the strobe are barracuda -- I don't really count them as sharks, though. This is of course no surprise since barracuda are attracted to shiny objects in the water. They come close but I have never had one make an aggressive move for the camera. Usually as they come in, within 7 feet, I try to move in closer for a better picture -- I turn the strobe off when photographing a barracude because they are very reflective and send too much light right back at the camera -- but, the barracuda will always back off.
