So my wife would like new fins (open heel). She is diving ScubaPro Twin Jets (Small) w/ spring straps. Her primary complaints are weight (in water) and width.

She just tried on a pair of ScubaPro Nova Seawings (Small) and they are too big.

Fit/power is more important than price. Ideas?

Being that your wife is on the small side, you can consider these fins:

Atomics splits, my gf loves them (yes they're slightly heavy but they are still lighter than the heavy scubapro twins)
Aeris Mako Fins
Aeris Velocity X3 Open Heel Fins

I started with Twin Jet Max split fins. They have a much smaller foot pocket and are lighter than the Twin Jets, but still help me move through the water. Give them a try.
 
Aeris Velocities (not split) are worth a look.
 
The apollo and atomic splits are tough to control in wrecks.
