Go to a couple of dive shops and ask to rent 4 tanks and say your buddy is still in the room. When they say they need you buddies c-card, tell them ok, but you will pick up your tanks now. See what happens.

FWIW, I was diving solo in Curacao for two weeks in 2014. I was only turned down in Blue Bay (private beach, their pool, their rules), all other sites (including Go West from their dock) had no trouble. I was staying in Boca Sami and renting tanks from the local shop, but IIRC I did ask at Go West first. Clearly things must have changed. . .
FWIW, my favorite sites were Porto Marie and Cas Abo + Snake Bay (very close to where I was staying)
