Underwater scooters?

Just for snorkeling and swimming. Which is the best one for the money and performance? Preferrably small.

I personally think the Aquasub and or the Tyger Ray both by Cayman are pretty good for the use you are talking about. They're pretty low cost and The Tyger Ray is pretty small. The aquasub is bigger and runs on a 24volt system so it's heavier too.
