They usually turn out to be either a basking shark (not this one though) or some kind of beaked whale. The "hair" is usually decaying muscle fibers.

It's actually an Arctic Camel-gator. Very rare to find them that far south...and dead.
Actually I believe the Orcinus Orca is a distinct possibility. I mean if it actually is NOT an Arctic Camel-gator.
