If you prefer small group diving then Sipalay or Sogod Bay are hard to beat. Getting there is another story and consider diving, eating and sleeping from the same operator(Artistic or Easy Diving in Sipalay and Peter in Sogod Bay).
If you want a bit of freedom then Puerto Galera is the number one choice. You can stay in an up market place, eat anywhere you fancy along the three small coves and dive from any one of the 36+ operators.
 
While the Thresher Shark is the main attraction around Malapascua its not quite accurate to say not much else considering we have regular sightings of Blue Ring Octopus, Harlequin Shrimp, Hairy Frogfish, Bobtail Squid, White Tips and lots more. Throw in some sunken ferries and a WWII wreck and it is a pretty decent location by any standards.

The island is quiet but the beach is the main topside attraction and while there are no heaving night clubs night life does exist and it also has 4 of the top 20 restaurants in the province according to reviewers.

Flying in to Cebu and exploring any of the main locations from there sounds like a great start. If you have 8 days for diving then two locations sounds good.
 
When I went to see the Thresher sharks, we had to wake up at 4:15 AM and headed out in the boat by 5AM (and I had slept around 1AM) without even as much as a cup of tea. So keep that in mind.
