If you can find an operator that will take you there, there is a dive site near Xcaret in Cancun called Las Tortugas. I am not sure if it is only a seasonal thing, but we did about a 45 minute dive there in spring 2006 (May I believe) and we stopped counting at 53 turtles. All of them were large to HUGE and were busy eating sponges. They could not have cared less that we were swimming by and taking their pictures.
 
East Coast Divers in Bonaire. During one dive, I quit counting past 20, Playa Grandi in Curacao is also rich with the critters. I love turtles too!
