Scott Wolfson, an administrator at the Consumer Product safety Commission, has been in contact me with regards how this law is progressing. He is aware, of unlicensed or otherwise unqualified people, persons, or entities billing themselves as pool professional and/or individuals performing the work. His major concern, as safe kids usa and the pool safety consortium is the PROPER installation of the drain covers. Despite the best intentions of the unsuspecting diver or possibly just the person who wants to make the quick buck, will be held accountable. And believe you me guys, that apartment complex owner, business, school, whatever WILL throw you under the bus. They will simply say. HEY I HIRED THE GUY AND HE SHOULD OF KNOWN. The cpsc has recommended that public pool owners contact a POOL PROFESSIONAL in upgrading their pools to specifically address all the components and facets of the law. The CPSC is not going to hunt you down. You local building or code enforcing or department of health will.
 
There was an article in the paper about a condo that put in new drains. They met the suction part but there is some FL law about hair catching that they didn't meet. Just another thing you might want to check
