Why are certifications valid forever?

Got my (YMCA) c-card in 1970, and back then, there were no logbooks, no registry numbers, and the only ID on the card was SSAN. When I dive these days, usually with an operator at a cruise port, they want to see the card and I have to sign a form that says I've dived within the past year, but I've never been checked out.
Typically (though I hope my move to Florida a couple of years ago will change that), my cruise dives are the only ones I do all year. I consider myself a safe diver, but I wouldn't be upset at being asked to demonstrate proficiency at the basic skills. (I realize that I can take responsibility for this myself by taking a refresher course, but a nudge from a shop wouldn't hurt.)
