I think the OP was asking a question about "rank" as it were, not "who's the best diver."

To me, it's the people who certify the people who certify the people who certify people.

For GUE it's Jarrod Jablonski (director of training).
For UTD it's Andrew Georgitsis (training director).
For SEI it's Tom Leaird (CEO)
For IANTD it's Tom Mount (?)

etc..

Wow! What a great "My dog's bigger than your dog" thread...

I can be as immature as anyone, so....JJ has the world record in Cave...and had done HUGE deep Ocean dives as well....And all GUE instructors have to do I think 50 major tech dives each year, just to keep up ther instructor rating--because at GUE, it is important that the instructors are also adventure divers, people who love doing what they are teaching.....
