I think Akumal is the right choice. Diving in both are quite good, much more divesites to choose in Akumal and lots of sea turtles. For visiting cenotes Akumal is a better location as well, its way closer than Puero Morelos. Also, in case of bad ocean weather or rain you can do cenotes for 3...

hi, as far as I know there is no afternoon dives in Isla Mujeres. Moreover, whale shark tour is so exciting and fun that, belive me you are happy and tired afetr chasing these giant animals in the water for 2 hours.... they always offer lunch and some snorkeling on house reef after whale sharks...
