In NC, I was using my own tanks (Double 130's with a deco bottle) and did one dive. We planned it out in view of the captain to 125 ft with intents to save enough gas to do a second dive of the day.
On the way into the water the captain, told us that the boat rules were for no deco diving. My buddy and I had already planned a deco dive and continued with our plan. We weren't the only ones to do this. Seven of us got told to sit out the second dive or we wouldn't be diving the next three days (four day trip) and there would be no refund. Needless to say we took our "time-out" seriously and did shorter dives the rest of the trip.
So, if your fellows were violated previously agreed to boat rules and doing unplanned deco, I can see the staff banning them from the boat.
