You can now eat on a patio but not yet get a haircut in Ontario. I can not see the border opening until well after indoor dining and hair cuts are available...

And currently Manitoba is even more closed than Ontario...

Since the border is a federal issue I assume all provinces will need to be on equal footing before any changes occur?
