If I lived in Florida, or Hawaii, or some other paradise for divers, would it be legal to build my own reef out of bio-balls or a similar method?

I've always thought this would be a really neat thing to do once I lived by the ocean.
 
Also check out a non-profit organization that make's artificial reefs.

Someone on another thread, on here, on SpearBoard, or Deco Stop was building their own reef out of pieces of chain lenght fencing and cinder blocks. They were "selling" the setups and planned on sinking them before either an Aug 30th or July 30th end of a period where you could legally do this in Florida waters.

might check into that....
