A good buddy is competant and self sufficient and expects me to be self sufficient.
A good buddy is a "Dive alert quack" away but not in my space.
A good buddy will let the one with the most time and air stay down by themselves.
 
Someone who pays as much attention to my set up as they do their own.
Someone who asks about the plan for the dive before filling out their logbook after the dive.
Someone who is a good diver and willing to learn and trade info.
Someone who has never lost the sense of wonder whether they have 10 or 1000 dives.

Definitely agree with that, I just add:
"someone who is not in your space but not that far away in case of emergency"
"someone who enjoys the moment"
 
They must PADI certfied
They should have taken AOW before they had 5000 dives
The cannot use a BP/W
They should consider their gear life support when they are in the water
They should follow manufacturer recommendations for servicing gear
They should not feel a Dive Shop is the the face of pure evil because it asks for a cert card before filling a cyilnder

And just about anything else that pisses off a decent amount of Scuaboard members!
