Phil was right about the Al alloy. Anytime a tank valve is hard to turn, it is probably because it is under pressure. Scary.
 
Out of all those pictures only one or two of the scuba tanks look like they are made of steel - can anyone tell?

I'll just stick with steel, tyvm.

I think all the photos show Al tanks. Steel cylinders have rounder bottoms.
