To get the perfect circle cut, use a piece of pipe, about 3 inches long, welded a cap on one end and shaped a bevel on the other to match the diameter of the filter insert on a lathe, hardened the edge. sharpen it up, place the felt on a clean piece of plywood, then you can whack out a stack of 20 felts in about 5 minutes. (Put a hole in the solid cap so you can push the discs out from the top.) Perfect circle, fast !
