Looks like a JJ? This is on the Balticconnector pipeline, looks like max depth is 300ish.

What I'm puzzled by is that a tether or surface supply?

FWIW dive depth published In Finnish newspaper as 53m (174ft) IIRC.
 
My guess is they are doing a pipeline inspection so the umbilical is probably an integrated video, comms, and lighting power cable. It looks too small for gas and hot water.
No hot water no dive. ( my rules specifically 😜)
