Perhaps you haven't Elbert and fair enough, but what's to stop me or Chef from making up our own cards from some fictitious agency? Would you accept that without being able to confirm our cert agency?

It's not a question of unreasonable discrimination, Elbert - if they've never even heard of the agency how can they be expected to accept a card from them?
