Check out EPIRB.COM. emergency locator beacons. I wear a nautilus lifeline which is really just a waterproof short range marine radio but I can get the automated radio check to respond from water level at 4.5 miles in Key Largo. Plus there's usually lots of local traffic monitoring channel 16 so is a cheap alternative if I become separated from my dive boat. Warmer water too. Don't know what you're looking for from the question. Exposure protection? Emergency situation?

what equipment would you use, specifically? No boat.
If you had no gear, what would you buy?

Say, in the neighborhood of a grand.
Water temperature 65 - 70. There is no need to go below water. You don't have to plan a return trip.
