I feel totally dumb to ask this, but I'll ask anyway. What is a silicone strap around the regulator supposed to do?

I was given it with a regulator and forgot to ask what is a proper use of the thing. Is it supposed to hold octopus?

It is. And it's worn around your neck.

Yes, but keep in mind that this usually applies to a different configuration than you may have learned in your PADI OW class. In this case your octopus hose is much shorter and your primary hose is longer - sometimes up to 2 meters long. In an "out of air" situation you donate the primary you are breathing with the long hose and YOU switch to breath the octopus that is around your neck.
